The World Health Organization (WHO) member states have announced an extension of negotiations regarding rules for sharing pathogens. This decision raises questions about the timeline for implementing a pandemic treaty that was initially adopted in May 2025.
Pathogen-Sharing Rules#
The ongoing discussions focus on establishing a system that ensures countries quickly share dangerous pathogens—organisms that can cause diseases—while also ensuring fair access to vaccines, tests, and treatments that arise from this information. This system is known as the Pathogen Access and Benefit-Sharing (PABS) annex.
Importance of the PABS Annex#
The PABS annex is crucial because it outlines how countries should share data and samples of pathogens that pose public health risks. Its goal is to guarantee that all nations have equitable access to vaccines and treatments during health crises. Without an agreement on these sharing rules, the pandemic accord cannot be put into effect.
Urgency for Action#
WHO director-general Tedros Adhanom Ghebreyesus emphasized that while some progress has been made, it is essential for countries to continue working with urgency. He noted that the next pandemic is not a question of if, but when. The results of these negotiations will be presented to the World Health Assembly later in May.
