Introduction#

China has issued a warning to the European Union (EU) about potential countermeasures if the bloc moves forward with a proposal to ban Huawei Technologies Co.’s equipment across Europe. This statement was made during a meeting in Brussels on Wednesday.

Concerns Over Cybersecurity#

The Chinese mission to the EU has requested the European Commission to remove specific language from a proposal by Commission Executive Vice President Henna Virkkunen. This proposal aims to classify Chinese equipment as a cybersecurity risk and categorize Chinese companies as high-risk suppliers. The intent is to ensure EU member states remove Huawei and ZTE Corp. equipment from their telecommunications networks.

Proposed Measures and Background#

In January, Virkkunen introduced mandatory measures under the Cybersecurity Act to enhance network security. The Chinese mission has stated that if the EU adopts these proposals, it will respond with corresponding actions against the EU and European businesses. This could include investigations into EU entities and reciprocal measures if European companies are forced to eliminate Chinese equipment from their operations.

Existing Restrictions#

Several European countries and the United Kingdom have already placed restrictions on Huawei equipment in sensitive areas of their telecommunications networks. These actions stem from security concerns regarding Huawei’s ties to the Chinese government. In 2020, the European Commission recommended that countries limit the use of high-risk vendors in its 5G toolbox, highlighting ongoing concerns about cybersecurity in telecommunications.
